Labour-labour Dialogue on “Business and Human Rights” to Protect, Respect, and Remedy

On February 5-6, 2023; ILO Actrav, with support from the Japan Government, established the Labour-labour dialogue on “Business and Human Rights, ” the UN guiding principle in Tokyo, Japan.

Attendees included representatives from ATUC, JTUC-RENGO, the leaders of the ASEAN confederation—Cambodia, Indonesia, Vietnam, and the Philippines—and the ILO representatives in Switzerland, Japan, and Thailand.

This dialogue was organized to upskill more knowledge on the guiding principle of BHR, address the current challenges of labour sectors in each country, and mutually share experiences in terms of lobbying the employers and government to respect Human Rights in the world of work.

The JTUC-RENGO presented the effort of the government of Japan and its body regarding the preparation of BHR for the implementation of the Labour sector in Japan.

In this dialogue, the CLC president Mr. Ath Thorn mentioned the general situation of BHR in Cambodia. In addition, he also talked about the core activities of CLC Cambodia and CLC’s affiliated associations and confederations beyond the bodies’ fulfillment in addressing the labour conflicts with the employers, employer representatives, and government.

Thorn said; “The addressing procedures of labour disputes depend on the specific cases, in bilateral and tripartite.”

Besides, Thorn​ also responded to the other participants’ questions regarding the mechanism for addressing the labour disputes related to Multinational Enterprise (MNEs). He added that there will the negotiation in national, regional, and international mechanisms.

Please note that the 3 UN guiding principles were endorsed in 2011. Those principles are the State Duty to protect Human Rights, the Corporate Responsibility to Respect Human Rights, and Access to Remedy.
