Promotion of social dialogue within labour sector

In Cambodia, current social disputes are still a problem because in principle, in order to have social advocacy, all three parties must be competent and equal in various committees, both bilateral and tripartite. By general definition of social justice means a type of negotiation, consultation or exchange of information between government representatives, employers and workers on issues of common interests related to economic and social policy.

Key elements of social advice:

Negotiation: The art of the parties to achieve common goals, such as: negotiation of collective agreements at the enterprise, sectoral, regional, national and multinational levels.
Consultation: An exchange of views of a bilateral or tripartite body in the form of an in-depth discussion on an issue to reach an agreement.
Information Exchange: An Important and Necessary Element for Effective Social Advocacy for Peace, Social Justice and Communication
A good life can only happen if all parties receive sufficient, consistent and accurate information.

In Cambodia, there are signs of social welfare at the national level, such as the Labor Council (LAC), the National Social Security Fund (NSSF), the National Minimum Wage Council (NMC) and the Arbitration Council.

Although there is a tripartite body in the Labor Council, it is not yet clear whether the three parties are independent and capable enough to advocate within the body. The numbers in those tripartite institutions are mostly from the Royal Government. On the other hand, on the union side, there are also unions that support political parties and companies to run, which makes the voice of independent unions weaker than other parties.

According to the principles of the International Labor Organization (ILO), social advocacy is one of the four pillars.
Social advocacy is also a method that this international organization promotes both nationally and internationally.

In Cambodia, through the Cambodia Appropriateness Project (DWCP), there is a tripartite work in a large number of activities.
It is recommended that social justice in Cambodia be strong until all parties adhere to the four principles of consistency. And continue to build those principles honestly. The state must enforce the law, not allow companies to violate the law. The company needs to have good law enforcement and reduce some winning ideas.

Start establishing bilateral consultations and negotiations at the grassroots level until the culture of dialogue reaches the national level and respect for equal values and increase the culture of respect for the law and honest negotiations to reduce Conflict and conflict in the workplace, then in the field of work and harmony.

The Cambodian Labor Union was established on April 9, 2006 and registered at No KB / VK on December 31, 2008 at the Ministry of Labor and Vocational Training, a democratic and independent federation. Currently, CLC has 124023 members from 10 member federations, associations and unions ...
