Mr. Ath Thorn, CLC president, and his colleague joined the Annual National Forum on; “Toward Inclusive, Gender Responsive, and Universal Social Security in Cambodia” at Sokha Hotel on December 18, 2023.
As a speaker of the first Panel Discussion, Mr. Ath Thorn said that there is an increase in the NSSF registration but it is not comprehensive enough in any sector. He added that, in the construction sector, the staff working in the office get the NSSF card while the others cannot access it.
Thorn also said that some current challenges make most formal and informal workers and self-employed people unable to access the NSSF card; short-term contracts, ignoring the NSSF registration from the employers, the limit acknowledge on the Social Security Scheme, and others.
As the employees’ representative, Thorn asked the relevant authorities, especially the NSSF, to expedite the NSSF registration, inspect each company, implement all schemes of Social Protection, review the law and policies impacting the employee, integrate the CSO and unions into the principle and policy maker of the NSSF, and inspect the service of the state and private hospitals cooperating with the NSSF.
This Annual National Forum was co-organized by the Social Protection in Cambodia, MLVT, National Social Security Fund, Social Protection, and Oxfam Cambodia, and supported by Laudes Foundation, EU, and DGD. 40% of women attended the forum among the 260 participants.
